Disappearing ap divs in site soon as application

Thank you ahead of time. Love you experts!  Can someone look at my code and tell me why everytime I try to use an ap div it disapears before I get to put anything in them. I cannot stand tables.

The example page code is borked by duplicate doctype, html, head and style tags. If you do not want to post the html of the *actual* page, please post a valid example page that doesn't require repairs.
