Are your computers on a domain and do your users log into this domain?

Yes, we have 4 servers in total, one primary domain, one exchange, one database, one web. They are all windows 2003. All are AD users.

Ok. Then this should be pretty easy. One more question though, are the users you want to restrict limited users?

There are a few different methods of doing this, you could do it with a Barracuda web filtering device, http://www.barracudanetworks.com/ns/products/web-filter-overview.php, or untangle, http://www.untangle.com, if you wanted to have dedicated devices to do this.

No the users are sometimes restricted and sometimes have local admin.... i was thinking of making 2 policys and then just putting the proxy server as 127.0.0.1 in the noninternet users and also then making it so the user cant change it .....

Any other ideas would be welcome.

That was actually what I would recommend though I think that may only work for IE. You can also use software restriction policies to restrict common browser exe's from running. Either way, having local admins running on the machines will open up a lot of ways to bypass this.

One more question, do all of the users that you want to block use the same computer all of the time?

You could setup a proxy server running squid on linux or squidnt on a windows box and then use ldap authentication to lookup the users in active directory, you could restrict it this way, which is a free barracuda box
