I'm a little confused about what you have installed where, but basically to upgrade a WSS 2.0 database it should be at at least service pack 2 level. You need to install service pack 2 (or 3 would be even better) on your WSS 2.0 server. When it runs let it run the configuration wiazrd again to upgrade the database. Then you can back it up, copy it over to your MOSS server and attach to. When you attach then MOSS will upgrade it automatically.

Ah, it should be installed on your POC system before you take your database backup. If you already think you have SP2 on the POC system it's possible it hasn't installed completely. I would suggest installing SP3, then take your backup to migrate to MOSS.
