Call-forward off-net failure with Avaya 8300

I am having an issue forwarding off-net with a recently installed Avaya 8300. I can forward off-net when dialing from an internal extension but not when I call in from an outside line. The system is receiving lines via PRI and the COS is set to allow off-net forwarding. When doing a list trace command everything appears fine but the PROCEED command is never issued.

Can you check these settings:

Ensure the COS also has trunk-to-trunk transfer override set to: Y
Ensure the COS has all the Call Forwarding checked to Y, (Except the restriction to forward off net to: N)

Ensure COR for Call Forward off-net is checked all (Station, PRI's, Announcements, Agent ID's) are set to allow calls to eachothers COR's

Look at the COR for the PRI for example, ensure the inbound PRI's COR is set to Y to be able to dial the COR of the:
 - Station
 - COR of All T1's (if there is more than 1)
 - COR on any ANNOUNCEMENT greetings on the inbound
 - If it's an agent phone, check the COR of the AGENT ID as well as the station

Also on the COR form: On calling party restrictions, make sure they are both set to NONE

Ensure COR for all (Station, PRI's, Announcements, Agent ID's) are set to allow calls to eachothers cor's
Look at the COR for the PRI for example, ensure the inbound PRI's COR is set to Y to be able to dial the COR of any other T1's Stations, Announcements ect...
