I am having an issue forwarding off-net with a recently installed Avaya 8300. I can forward off-net when dialing from an internal extension but not when I call in from an outside line. The system is receiving lines via PRI and the COS is set to allow off-net forwarding. When doing a list trace command everything appears fine but the PROCEED command is never issued.
