vb.net 2005 convert text file to excel file

I have this in a text.txt file:
,02/14,11:58P,00:00:30,460,9,6053300032,ARX024,097
,02/15,12:23,00:01:03,264,9,6053361616,ARX023,097
,02/15,12:35,00:00:49,X101,005,*4792000355*4426301,300,097,4792000355,4426301,COLLINS,JOSHUA,
,02/15,01:08,00:01:01,300,9,18008005161,RX123,097

And I want to convert it to .xls.  Now I can convert the extension easy enough but it is not a valid excel document.

You can change the extension to CSV and it will open in excel.
If you need also to split by the commas you can change the , to ;

If you need to convert to xls file, you can open it in excel and use save as. Or use Office API to create the Excel file yourself.
