OWA ,06 ISA Can't change passwords with password option

I would pass this question to Microsoft and pay them for an incident. With so little information I cannot even begin to help you.

Ok , I have an Exchange server (03.I have an ISA server (06).I'm publishing OWA on the Isa. Users can log in, view emails , compose emails etc. Under options, there is a change password option. When a user goes to change the password they get the error that the server cannot be located.

Have you deployed the ISA2006 supportability pack?
Have you deployed ISA2006 SP1?
Is ISA a proxy only or proxy firewall?
What authentication model have you used for the OWA publishing rule?
Are you using SSL to connect to OWA? If yes, are you bridging or tunneling directly to the OWA box?

Yes ISA supportability pack is deployed.Service pack 1 ,yes.ISA is a proxy firewall.Basic authentication, no ssl.

basic authentication? Don't think that will cut it - have you tried using the FBA and authenticated users?
