You need to add it in using Add/Remove Programmes . I think it also requires you to install .NET Framework 2.
Alternatively, add the File Server Resource Management role from "Manage Your Server". The link I gave earlier shows this.
If it's not listed, perhaps you didn't allow the 2nd disc of Server 2003 R2 to install when you first installed the OS?

After installing the File Server role in Server 2003 R2, you will have access to the File Server Management tools under Control Panel > Administrative Tools. In the File Server Management tool, you can create quota policies for particular folder paths. This tool gives you advanced control of the quotas, and can also produce reports on file server usage.
Unlike previous versions of Windows Server, Server 2003 R2 allows you to create quotas on a per-folder basis which is particularly useful.
