Disconnect and block visitors ip

I have some kind of heavy load on my website. Almost like an attack. This is causing my website to go down.
Is there any tool that monitors the connections to the website so I can set to disconnect visitors making too much requests to the website and optionaly block their ip. The website is a .NET site running on IIS, win server 2003.

Gratefull for any indications..

you could always do this at the firewall before they even get to the site or you can use the IIS logs and configure IIS to reject those IPs.

the IIS team at MS recently released a module to do exactly that, but only with IIS7:

I know I can restrict traffic on the firewall and block ip adresses on IIS. I'm looking for a tool or a third-party app that make this in a more automated way, or else typing in addresses to block will be time consuming.
The module for IIS7 is exactly what I need.

Here is an article I found that may do the trick.  Also, if you are using F5's, you could always right an iRule for this.  What type of Firewall are you using?
