Try typing in https://142.213.192.213 in one of your browsers. If you get a certificate page, you or your ISP has DNS issues. Try setting your NIC to use some public DNS servers. I think one is 4.2.2.1. Point DNS to that & see if it works.
Open a command prompt and run this command:
nslookup www.revenu.gouv.qc.ca

See if it resolves to the IP Address.

If it does not the DNS server you are using is not forwarding correctly for this domain.
I have seen this in the past with a variety of DNS servers. As wantabe2 said you could try using a different DNS server, but I would submit the issue with your provider (Or whoever maintains the DNS server you are currently using) and have them diagnose and rectify at their end as other people using the same DNS server would be experiencing the same issues.

This is what I get with the http//142.213.192.213

Secure Connection Failed
    * This could be a problem with the server's configuration, or it could be someone trying to impersonate the server.

    * If you have connected to this server successfully in the past, the error may be temporary, and you can try again later.

I am connected with linksys but if i connect directly to the modem (antenna for fiber optic connection) it do the same
Please do the NSLOOKUP.

I did and this is the result

***Can't find server name for address 192.168.100.1: non-existent domain
***default servers are not available
Server: unknow
address: 192.168.100.1
dns request timed out.
timeout was 2 seconds.
dns request timed out.
timeout was 2 seconds
*** request to unknow time-out

That was in the command prompt, I also call my isp and wait from them if they can figure something. Thanks for helping. Suzanne

Even facebook look weird. no new solution. My isp provider do not understand the situation.
Use a different DNS server.

Try: 203.50.2.71
And: 139.130.4.4

This should get around your issues.

I try lane line and everything is OK

still waiting ISP to resolve the problem.
