JIT Debugging failed: Access is denied

I can the following error message when my code tries to execute, JIT Dubugging failed with the followint error: Access is denied.  JIT  Debugging was initiated by the user account 'MDK\someuseraccount'.

I looked for an answer on this forum and this account has full admin rights to the system and is in a member of the Debugger Users.  

Quick background on the application.  We have about 50 dlls in the GAC that we developed with different business logic.  All our applications use one or more of them, but cModatekGlobals.dll is used by ALL of our applications, it's responsible for the connection strings.  One of my windows all is throwing the above error, and a new "hello world" all that I created throws that error as well, but if I remove the cModatekGlobals as a reference it works find.  Our web apps which reference same assembly function fine.  I'm not sure what else I can do.  This assembly is back from 2006 and has not be changed, but seems to me now we're having issues on our production box.  I should say, that on my machine I'm not getting this message and everything runs correctly.  Any help will be much appreciated.

My system admin looked into the problem, he did the below:

The fix is the 2nd from the bottom from Robinson
This makes the JIT Debugging message box disappear but then I get the debug details in the command prompt
 The error is below.  

Unhandled Exception: System.ArgumentNullException: Value cannot be null.
Parameter name: address
   at System.Net.Mail.MailAddress..ctor(String address, String displayName, Enco
ding displayNameEncoding)
   at System.Net.Mail.MailAddress..ctor(String address)
   at cModatekGlobals.ModatekGlobals.cModatekGlobals.EmailError(String strBody)
   at cModatekGlobals.ModatekGlobals.cModatekGlobals..ctor()
   at ConsoleApplication1.Module1.Main()

This gave me a good error message and I was able to track down the problem
