Red metal paint in Photoshop

How do I create paint like in the following picture in photoshop (red base paint with a light glow)?

    The base color has (approximate) RGB values of 110,2,5 respectively.

    To get the shiny effect is a matter of overlaying lighter and darker colors in appropriate areas. That will be dependant upon what you're trying to "paint" with this red color.

    If you can describe what you're trying to achieve as a finished effect it would be easier to explain how to make it happen.

    Another aspect of that image that gives it the glossy effect is the reflections.

    This can be created by:
    - selecting and making copies of an image that would reflect off it
    - pasting the image onto the glossy paint area, reversing there appearance (E.G. flip vertical, change    angle)
    - drop the opacity so reflection looks like it would sit on the paint job.
    - perhaps add a gradient mask so it looks like the reflection is growing week as it moves further away from the object causing the reflection.

    There are probably plenty of tutorials on line that show how to add reflections better than I just described but hopefully it gives you an idea.
