How do I text/SMS a "short-code" internationally?

Okay, I know this doesn't really fit any category on Experts Exchange, but I can't find the answer anywhere else and you guys never let me down...

I'm trying to text BBC Radio 1.  The number they give is 81199.  I've tried 0114481199, which should be the proper country codes, but it gets returned saying it's invalid.  What would be the proper way to get a text through from the US?

I believe that unless it is specifically registered as an international short code, it is blocked at the international gateway level.

Short codes have to be registered with every service provider that supports them. Therefore the BBC will only have the code registered with the UK networks, not with any of the foreign networks. This also provides a geographical restriction for competitions etc.

The only way that you might be able to get a text to a UK short code is using a UK SIM that is roaming.
