Compaq Proliant 5500 Will not Power Up

Our Compaq Proliant server just unexpectidly shut down during operations.  When I went to look at the problem, the system LED on the front is stuck on the main screen and will not power back on.  Menu choices on server LED and unavailible and I'm unable to get the system to power on for POST.  We reseated all the cards, also tired unplugging and plugging back in.

The Green LEDs correct?

May have to review voltages motherboard to confirm PS operation.
