Security Logon Manager "Security Logon Failed"

I have a system that had an issue with a proprietary softaware, and the issue has been fixed, however anyone that logs on the workstation continues to get a "Security Lgon Manager" dialog box that says Security Logon Failed.  Security Logon Manager has detected a configuration error... "you can see the whole error in the attached JPG.
THey click OK and are able to get by and work... However the powers that be want the error message gone.  I cant figure out how to get rid of this, short of re-imaging the computer, which they do NOT want me to do.  Any suggestions? I have scoured the internet looking for a clue.

I've not seen that before.  The only reference I've found to this error simply suggested "remove startup vb scripts".
Do you have any VBScript running on startup or logon?

In services.msc the program was stopped, but was set to automatic.  The service account was not in the logon field.
