Cisco Unified Call Manager 4.2 Messaging Unavailable

Here at the office all of the VOIP's are not receiving Voice Mail alert indicators or messages.  When trying to access the Voice Mail System from the handset I receive a message stating "Messaging Service is Unavailable"

I am using Cisco Unified Call Manager 4.2 on a Windows 2000 Server OS.

I have tried bouncing IIS and the Call Manager Service pertaining to messaging with no improvement to my issue.

Any help is appreciated.

    Are you dialing a phone number to access voice mail from these phones or are you pushing the message button on a phone? Do you have voice mail profiles setup on the phone?

    Can you manually dial the MWI number on any phone and turn on and off the indicator?
