Can you email a list item with an attachment

I have a list that details work sheets that are filled out incorrectly.  Each list item has an attachment.  Is there some way for the managers to view the list item and then forward this item information (with attachment) in an email?  
I know you can do workflows with emails but I 'm not sure how this one would be set up.

One of the main reasons that SharePoint is valuable is to stop sending email attachments. That being said there are ways to accomplish what you want.
You can create a workflow that sends an email to the manager with an absolute encoded URL of the link to the document they need to review. They can update the list item as reviewed/ or you can run this through a task list the change in that status can notify the next user in line.

I agree with the statment above however the reasoning was because the other users didn't have access to the sharepoint site.  I did however find some code that created a workflow that sent attachments when new items where added.
