How to add scrollbars to panel dynamically?

In .NET 3.5 winforms, I'm adding labels to a panel.  The labels are being stacked vertically using their Location property.  The panel is only tall enough for two labels to be visible.  The rest are there but not visible.  How can I get the panel to scroll so that the other labels can be viewed?

    Set the AutoScroll() Property of the Panel to True...
