Netbios names

Can someone explain a little bit the usage of Netbios.
1- when you rename a host name are you giving it a Netbios name?
2- when you right click computer/properties/computer name tab, you can change the computer name there, is this netbios name? is it the same just like renaming host name?
3-If Wins is not installed is Netbios  still used? what is the difference between WINS and Netbios?
4- when you ping a computer by name in a network where there is no DNS, are you using netbios to resolve name to IP?

So if you ping a computer name when there is:
- No DNS No Wins  you don't receive a reply?
-Only DNS No WINS you receive a reply?
-Only WINS No DNS you receive a reply?
