Does Norton Anti Virus slow a computer down?

I have just looked at a friend's computer which is running  really slow. he has I Gb of Ram and is running Vista Basic . He also has Norton (Symantec) anti-virus firewall etc installed. Is it my imagination or can Norton slow a system down? I have seen other people with Norton and its always the same. I would be grateful for any advice on this and how I can tweak Norton to speed things up.

The home version is not my cup of tea. If you must use it, i would recommend increasing the amount of RAM in your system.
