When I try to upgrade Acrobat reader 8 multilanguage with Acrobat Reader 9, I get an error message.
A network error occurred while attempting to read from file C:\WINDOWS\Installer\AcroR ead.msi"

I suspect you cannot uninstall because of this message, hence the upgrade fails..
First check out the MS cleanup utility it has worked for this before:
http://support.microsoft.com/kb/290301
If this fails, go through the manual remove as per this kb:
http://www.adobe.com/go/kb400769
Then reinstall Adobe 9 with admin account (local).
