Blocking internet with Fake Proxy some exception sites are slow?

I have a Group policy applied to my two Microsoft terminal server 2003 machines (running on 2003 server standard) which have around 20 users each. This GPO sets the Proxy settings under Internet Options to point to a fake proxy ( I have a list of exception sites that bypass the fake proxy. This list has about 15 to 20 sites on it and most work great, however 3 sites may take several minutes to load, if they load at all. (Kelly blue book)

Ive just started to dig into some small localized firewall type devices but they seem to allow every site and block a selected few. I need the exact opposite to happen I need to block everything and allow a selected few.

So any Ideas on how to fix the Proxy issue would be great and any alternative (Price is always a factor) would be good to.

    I already know about this software and I guess it's a solution but I really would much rather have the aswer to why it's slow for some sites and not others. Since it seems this is the only idea any one has you win be default.
