Owner of Mailbox is missing in Outlook Permissions tab

I have a user on my Windows network, running an Exchange 2003 server, who cannot copy messages to folders in his mailbox.  I checked the properties of these folders and the permissions tab and it only has Anonymous and Default set at None.  They seem to be missing the Owner entry.
I can manually go thru and add the Owner, but is there a way to set all folders to include this?
And how can I find out what happened to these permissions?

    The permissions that you have seen are correct. The owner would not be listed. Therefore the problem is something else.

    Not sure of the cause, but restarting the system corrected the problem.
