Do you want this to work from the outside going in (ie:  from the internet in ftp to the pc at 192.168.3.195?) using the outside address of the asa?

if so:
--------snip-----
static (inside, outside) tcp interface ftp 192.168.3.195 ftp netmask 255.255.255.255
access-list inbound permit tcp any interface outside eq ftp
-------snip-----

I am trying to allow a Postage Meter access to the internet on one machine only to be able to upload postage to the meter.

The company said they needed ports 80 & 21 open for it to work.

access-list (insert access list name here) extended permit tcp host 192.168.3.195 any eq www
access-list (insert access list name here) extended permit tcp host 192.168.3.195 any eq ftp
access-group (insert access list name here) in interface (enter internal interface name here)

make sure you have a NAT statement for the host to the internet.

Worked great, thanks for the help, I should have explained my problem more fully to begin with.
