GPO to Block Javascript in Adobe, and prevent users from re-enabling it

As related to the current Adobe vulnerabilty,
we have used the GPO with a .adm to modify the registry to disable javascript in  adobe reader
What we have noticed is when users try to open a pdf with javascript adobe prompts the user to re-enable javascript

We are looking for a method to prevent users from re-enabling javascript
