How to compile a program to run for "All Users"

I am a novice. I've made a little software reporting program and am able to compile it and install it successfully on other computers, but it only installs for the current user - not "All Users". I cannot find any settings in the Project Build or Publish options for this. How do I make the software available for all logins in my small office network?
