Using Masks

If you visit: http://www.wgu.edu/images/blocks/EC-1-blue-red.jpg the image, I am trying to create that same effect, how the image has rounded corners is that from a mask placed inside a rounded rectangle?

Any idea how I can do that? Thanks,

Use the rectangular select tool to make a rectangle. Then go to select-->Modify-->Smooth. Enter a smoothing radius to get the effect you want. Now fill the rectangle.

One more thought:

Depending on the resolution you're working in, the modified selection can give you rough edges. You may want to make a new layer then trace with the pen tool, and fill the path. That will give you a much smoother curve.
