Outlook starts in safe mode on terminal server

Hello,
We have a server 2003 Terminal server with Office 2003. After installing
Server 2003 SP2 this past weekend, we get this error message each time
someone opens Outlook:
"Outlook failed to start correctly last time.....Do you want to start in
Safe Mode?"

If we say no, Outlook opens and runs fine. This happens to about 15 users
who log onto the Terminal Server. So far I have tried the following
suggestions from various web posts:
1. Log into Outlook as the Administrator (to activate Outlook)
2. Delete the following Reg key: HKLM\System\CCS\Service\Outlook\Performance
3. Run lodctr /R from commnad prompt

We are also seeing a lot of errors in the event log with ID 3003, 3009, & 
3011.

Please let me know if you have any suggestions on resolving this problem.

Hi. I believe that the fix was to get rid of the registry key mentioned here:

Log off all remote sessions, back up reg, and give it a try.
