Popup window not scrolling

I have pop-up window in my application that is called by javascript that displays at the click of a button inside a datagrid. the problem is that the window is not big enough for the data provided.   it has the option of setting the scrollbar property to auto, but when executed does not have the scrollbars.  any suggestions?
