I have new computers for our Windows 2003 Domain, is their an easy way to have the domain and user settings for the old computer automatically set up on the new one?  I have done the file and transfer settings wizards from the old one to the new one, but it did not automatically set up the domain, the local user, etc.

You can copy the user profile across but you'll have to join the computer to the domain first.

Join computer to domain > reboot > log in as user to create local profile > reboot the computer and log in as admin.  Go to old computer > right-click on my computer > properties > advanced > click on the settings button in the user profiles section > copy to > browse to docs and settings folder on the new computer for the user > click ok.  Albeit not what you are looking for, it should save some work...
