Sonicwall TZ170 Scheduling a rule for open internet access?

I'm trying to set up a rule for turning off internet (WAN) access for a family using a TZ-170 with standard code.  I've created the rule as below.  Basically for the IP range listed I want to have it deny WAN access from 10PM to Midnight.  Ideally they would like it from 10 pm to 7 am.   When I add the schedule it the computers in that range always have access.  If I remove the schedule and manually toggle, enable/disable, it works like they would like.  I just can't seem to get the schedule to work.  

I have tried to do it the other way to ALLOW access only from 7am to 10pm but that doesn't work on the schedule either.

Any suggestions would be greatly appreciated.

Below is the rule from the TSR file.
