Cannot telnet to PIX from new PC

My old admin pc was allowed to telnet to my external pix inside interface no problem.
I have a new admin pc with the same IP address, Computer name, and domain name as my old pc's details.
I can telnet using putty into my internal pix inside interface but not my external pix inside interface. I thought that by giving my new pc my old ip address that it would be allowed because there rules on my pix that allowed only my old pc to telnet in.

Yes I have 2 firewalls one external, one internal.
Sorry I meant to mention SSH, It was all worling fine with my old pc I could SSH into both routers as I described in my first post.

Plus you should be using SSH not telnet.
