Opening a Port

I am trying to use a HEAT (Call loggin software) in my web browser, address is
http://localhost:8180/HeatWebUI/Config
and I am getting an error back 'Bad Server URL, Connection Refused'
I have enter port 8180 in the exceptions list. I downloaded PortQry and it is showing as the port is NOT LIstening. How do I change it so that it does listen and I can get a connection.
I am using windows Server 2003.

No,
I got the port listening, but I still cannot connect
Still get the error Bad Server URL, Connection Refused

If you cant connect from the server console it would suggest that it's a problem with the way the software is configured.  Does it use IIS to host the web site?  If so, you could look in there to see if the web site is running.
