Reducing user mail boxes Exchange 2007

Hi,
I have just started a new job and one of the first things I have been asked to do is to sort out the size restrictions of user mail boxes.  At present there are no policys in place, I want to reduce each mailbox to under 1gb and have them archive old mail onto a secure area on the server.  What would be the quickest and easiest way of reducing the size of them, implementing policys whith minimal distrubtion?

You can use "Records Management" to try filter out the Crap. http://msexchangeteam.com/archive/2006/09/19/428952.aspx
Other than that, it is a task of asking the users to Archive there mail themselves, (auto Archive) to ensure the mailbox sizes are kept manegable.
If you setup a policy just to notify that they are reaching the limit or over the limit but take no action until the users have archived the mail.
Once Archiving is complete, update the users handbook, and you can then ammend the policy to remove any excess mail. The owness is then on the user to moderate their mailboxes.

ok great, there is space on my exchnage server for pst to be saved, is this ok or should another server be used for archiving.
Also some of our users access their e-mail through owa, if they archive does this mean they can not get there archived mail when using owa?

As long as the location is backed up it should be ok. If it's on another server, there will be less of a degredation in exchange performance.
And no, OWA users will not be able to see archive mail. You may need a more lenient policy for these users.

Just be aware that
a. PSTs being accessed over a network is not supported and will result in corrupt files.
b. 100mb of email in Exchange can be as much as 300mb in a PST file.

If need to retain the data and keep it backed up, then you need to either leave it in Exchange or invest in an archiving solution. PST files are not an archiving solution for data that is of any value.

pst files? you said that they can become corrupt if they are just put onto the server without some archiving solutions in place
