503 Service Unavailable

During migration we would like to have users access the https://CAS/exchange virtual directory so we don't have to tell them use /owa or /exchange during the migration.  It is my understanding that if you access the /exchange directory and your mailbox is on Ex 2007 then you will be redirected to /owa, and if you access the /exchange and mailbox is on Ex 2003 then you get proxied to the legacy mbox server.  The issue is that new users on the 2007 Mbox server that use the /exchange url get a 503 Service Unavailable error when they login.  If you manually change the URL to /owa then it works, and no login is required, so credentials are working fine, just the redirection is not working.  
There is nothing in the eventlogs about anything crashing or not working, in the IIS logs I can see the request and the 503 error associated with it, but nothing tells me anything in there.  I am at a loss on this one and would like to get it to work.
