Visual FoxPro ODBC Driver not working in terminal services sessions.

I installed a server/client program on our 2003 server. The client runs under the admin account but when I try to run it under a user terminal session I get the following error message: "Cannot locate the Microsoft Visual FoxPro support library." Again, I do not get this error when logged in as the administrator account. How can I resolve this? Thank you
Windows Server 2003

Does it provide a filename?

Attached is the error I am receiving. Again, I can RDP in as administrator and run the client but not as a standard user via RDP. Thanks

What version of Foxpro?
I started with Experts Exchange in 2004 and it's been a mainstay of my professional computing life since. It helped me launch a career as a programmer / Oracle data analyst

I believe it's the Visual FoxPro ODBC drivers that it's trying to load.

VFPODBC.msi was the install package.

vfp7r* and vfp8r* in C:\Documents and Settings\Administrator\WINDOWS
vfp9* in C:\Program Files\Common Files\Microsoft Shared\VFP

The program seems to have installed vfpodbc.dll in system32 which is version 6.1 from 1999

I'm going to remove the program in the morning along with all the vfp files and reinstall and see what exactly is created and where. Then I should have a better idea of what needs to be accessed. Thanks for your help. More info tomorrow...

All the vfp files were installed to C:\Documents and Settings\Administrator\WINDOWS

I just gave permissions to that folder for remote desktop users. Thank you for your assistance.
