Here my troubleshooting procedure :
i suggest testing with the minimum setup - disconnect also all peripherals and network cables :
motherboard + cpu + 1 ram stick, video card, power supply
verify that the 4-pin cpu Aux power plug is connected
on boot, do you have a display?
if NO it is one of the connected, swap ram, Power supply, video card or monitor - leaving only motherboard and cpu
if Yes, add devices till the problem shows

you can also check the motherboard for bad capacitors as shown here :   www.badcaps.net

Dell Precision 470 and 670 both have problems with capacitors bloating. Not because they are bad quality caps but because they are too close to the heatsinks and the heat gets to them.

In other words take a look at your caps.

Check the Dell support/upgrade site, determine which wattage PSU was used (and size). Buy another from Newegg.com.

Recommend purchasing a high quality PSU such as Antec, with at least 100 watt continuous capacity more than the original...plus..check the caps on your motherboard.

Don't grab them or you'll  end up with frizzy hair. Make sure system is unplugged for at least 10 mins.

If you need to replace the motherboard, buy something with SOLID Japanese capacitors.

Motherboard caps won't hold a charge for more than 2-3 seconds. - Most not that long.
They have discharge paths bot on the board and through the PSU.
Only caps in the entire PC that might hold a change are the primaries in the PSU but that's only if the PSU is broken.
.
Given the proprietary nature of that board you'd be better off having it recapped. (Or do it yourself.)
