Group Policy Editor troubles on SBS 2003 R2

Have a SBS 2K3 in which I tried to create a new GPO and found that only 3 of the 6 policy templates were present?  Only the Search, wmplayer, and wuau templates appeared, and of course could not see or make any changes to any group policy settings anywhere else.  All the templates do exists in my \inf folder, and I added them back into the editor.  I can know see all the settings, but they all show "Not Configured" when they are.  In the GPMC I can see the settings, but not in the Editor.  So I tried re-installing the GPMC with no luck.  Looking for ideas, I have checked the permissions, and have found no errors in the system or application event log to lead me anywhere.

What happens when you run RSOP.msc from the command line?  

Can you provide a jpg of your Group Policy Management with the Group Policy Objects expanded?

Not the command line, but the Run command in the Start Menu.

It begins to run, opens up the Resultant Set of Policy mmc or window, but appears to time out with the following message and I attached a pic of the error as well:
"The following error occured in C:\Windows\Inf\AER_1044.ADM on line 30:  Error 64 Help string specified more then one
The file can not be loaded"

Try making a backup copy of AER_1044.ADM, and then delete it.  Sounds like you have a corrupt Administrative Template, and that's causing your problems.
