Cannot Get MS-DOS 6.22 running

I have 2 HP Vectra 386/25 PC's that I am trying to rebuild with DOS 6.22
- I have run the system configs from 1.44mb floppy and the systems are steup correctly.
- I have created basic DOS startup discs from a DOS 6.22 platform using /s command
- I have also created DOS 6.22 Setup discs.

My problem is that in BOTH pc's when trying to boot from either DOS boot discs I get to the
"Starting MS-DOS" message and then my systems hang.
Things I have tried......
- 'rem' out all redundant lines from autoexec.bat and config.sys
- replace FDD
- replace HDD
- replace PC controller cards
- Placed HDD in working DOS 6.22 PC and ran FDISK to create partitions, I then formatted /s the C drive, copied DOS into the C:\DOS directory and tried booting off this in both systems. All I got was an error "Cannot load operating system" I even then added path variables to the DOS directory, himem.sys and setver.exe into my config.sys but that didn't work either.

Any help in getting these mission critical machines running would be appreciated. I am obviously missing something simple ( I hope).
