There are 4 Cycles. Each cycle represents 1 week.
I initially set week 1 of 2008 to Cyclenumber 1:

Cycle 1 starts on:    WEEK: 01   YEAR: 2008

week 1 2008 = Cycle 1
week 2 2008 = Cycle 2
week 3 2008 = Cycle 3
week 4 2008 = Cycle 4
week 5 2008 = Cycle 1

What I need to do is to determine the Cyclenumber of any week in any year based on the week/year that is initially set with cycle 1.
