Setting up a ISP

We have been tasked with setting up a mini ISP, we have various sites around town which are linked back via fibre or copper links back to one site. At present we have just a default gateway and the pc;s get a address from the dhcp or its also assigned via static. We want to change this.

We intent to put a new internet link in ( 100mbs ) with a vast number of ips from RIPE. In theory we want to be a isp, we would then want a way for users to either have a router at the end or connect using like a dialup connection to authenticate their account onto the network and then get a static ip. We would also like a way of restricting bandwidth per user ....... a radius server has been mentioned ?.

I know it sounds complex but its like setting up a mini isp ?
