uploading images and quality

Hi, I have a website where people can upload adverts of an event.  This advert is displayed as
width 144px by height 307px, but the event is also viewed with more details and a bigger advert, which is width 351px by 740px height.

To get a good quality image uploaded the image I presume should be 351px by 740px, but sometimes the smaller image when viewed is of a lower quality, I presume because it is being re-sized down to 144px by height 307px.

So how do website generally getting smaller and larger images to be view clearly and with little of no blurring?  Is it the case then people are uploading their advert (in this case) that they are actually uploading two images to fit the size required? Or the website owner/administrator is being sent the advert and they are re-sizing it in Photoshop or soemthing so the image is as best quality as possible?
