After cutting on the POP3 all email accounts created before then will not work, why?

I setup a SBS2k3 using regular Exchange SMTP accounts. Because of outside users they decided they want Pop3 setup. After enabling Pop3 any new users I create can get email just fine by configuring their Pop3 in Outlook. But all of the accounts created before then will not do so. It keeps asking for username and password. If I change the password in AD and then on the Outlook it doesn't help either.

Have you looked at one of the non-working accounts in AD under the Exchange Features tab and make sure POP3 is listed as enabled under protocols.
