Cisco WAN Routing

cisco is really not my specialty so this should be a simple question for you Cisco Engineers out there.

I want site Bs subnet to be able to talk to site C and vis versa.    They both connect to site A via IPSEC tunnels in a hub and spoke configuration.
how do I get the two spokes to talk to each other?
i've looked in static routes and I imagine that if I send traffic destined to the other sites subnet to the inside interface of the hub, the traffic should then get routed correctly?  or do I need to use the outside interfact of Site A?  also what would the metric be?  3?

what about access lists also?
