Moved ACT 2009 database

I just installed a SBS2008 server to replace my SBS2003 server. I have installed ACT and the sync manager on the new server. I can get ACT to open on the new server but not on any WS.
The error I get is The database nameofdatabase could not be access. In order to access this database, check your network connection and verify that your database server is available. It may be necessary to disable any firewall software on your computer or the server.

The connection is there because I can access the network share
I tried the disable the firewall and nothing.
I checked the SQL services and they running.
The database is shard inside of ACT on the server.
I wish I could test with the Administrator account but by default it is disabled.

Any hints!

ASKER
If I stop the firewall service then the WS goes offline and can't connect to exchange or any other network resource.
I did go through that article and the DEP is set right and everything else is ok. I even tested with a new database and same error so it isn't the database.
Yes I can ping by ip and name and get a reply

I installed ACT on my other new 2003 standard server and shared a test DB and other WS can access it fine. I will wait for tomorrow and call ACT to see if there is anything special I have to do with SBS 2008.

Thanks, I think I will start another post of the firewall issue. I am having all sorts of werid issues going on. I hope I don't have to format and start over.
