GUI Question regarding Visual Basic 2008 and Aero Glass... How to:?

I am looking for a simplified "how to" guide regarding Aero GUI layouts (buttons, form backgrounds, etc.)  I am wanting to leran how to create an "activewindowbackground" that uses "Aero Glass".  I am looking for an aplication that will simply produce a *borderless* *full screen**Aero Glass* layer, which covers ALL active windows.

What I am wanting to do is blur EVERYTHING in the background.  Once the "blur_background" command is dispatched, I will then call a new window to open on top to display an "important message".  AERO glass is required.

I was a tool with the caps/spelling, and I apologize, but I am hoping that google crawls this question and I get enough attention from the outter-dimensions!

Again, all I really want is to learn how to create a window that uses Vista's Aero.  That's all!  I already bought VS2008, and I'm not going to buy a third party product that can "layout" what Vista Aero should already be distributing to their development products.

I really doubt you will find something in VB. But you can use the C# library from a VB app anytime.
