Only one child element seems to be allowed

Dear Experts,
In the code I am trying to allow an unlimited number of children (type Switch) in the Switches element.
However whenever I try to validate the XML I get an error telling me that
the element Switch is not expected to follow the element Switch (in essence).
I removed some attributes to make the xsd shorter so in regards to the attributes the below won't be valid.

Any ideas?
XML:
    <Switches>
        <Switch prefix="/" switch="?" value="" precedence="1" description="Display help message" ></Switch>
        <Switch prefix="/" switch="all" value="" precedence="2" description="Display full configuration information."></Switch>
        <Switch prefix="/" switch="release" value="" precedence="3" description="Release the IP address for the specified adapter."/>
    </Switches>

XSD:
              <xsd:element name="Switches"  minOccurs="0" maxOccurs="1">
                <xsd:complexType>
                  <xsd:all>
                    <xsd:element name="Switch">
                      <xsd:complexType>
                        <xsd:attribute name="precedence" type="xsd:string" />
                        <xsd:attribute name="optional" type="xsd:string" />
                        <xsd:attribute name="description" type="xsd:string" />
                      </xsd:complexType>
                    </xsd:element>
                  </xsd:all>
                </xsd:complexType>
              </xsd:element>
