Is a shopping cart the best way to search, select and checkout?

My server crashed. It had IIS and SQL on it.  I got the server part back up, but I don't know anything about databases and how to link them so that people who hit the site can view it.  I no longer have SQL, so I'm looking for another way to have this data published on my site so that others can search, choose, and checkout.  I have all the data in an excel spreadsheet.  I want the people who view the site to be able to search, choose and checkout.  How can i get this accomplished?  Someone told me that a shopping cart would solve this.  I'm extremely desperite to find a fix.
