Appointments requests being sent to not invited user

Running server 2003, exchange version 6.0 and users currently using outlook 2003.

My problem is when a user sends a calender new meeting request, one user on the domain receives all requests even though he has not been invited initially.

Also the user has no delegates.

I was wondering if someone has any ideas as to what could cause this.
