most ISP use deafault 192.168.1.1 IP from them node to your location... 
 
try to reach using 192.168.1.1 in internet explorer ,,if any user and pass prompt will appear..means there is routing DHCP ISP device between your server and client machine...

Very strange.... everything appears to be setup correctly. 
 
When was the last time you rebooted the server? I wonder if that would clear this up. 
 
I'm assuming that the DHCP server is Stopped right now and that you see this error in the event logs when you try to start the DHCP server service?

The server has been rebooted 4 times today already lol, and yes the service is stopped and I cannot get it to start as the error is in the event logs...

ugh! Just found out that someone fitted another ADSL router as a switch, and they left the DHCP system turned on!!!

I've got a SBS2003 running with several clients, The server is reporting a DHCP server is already running on ip address 192.168.1.1 however the server is 192.168.16.2 and the router is 192.168.16.1 - &nbsp;and no machines run on 192.168.1.1 
 
Any ideas?
