Virus is blocking me from visiting antivirus websites

I have a computer that has been infected with a virus that keeps telling me I need to buy software called " WiniGuard".  The computer did not have antivirus software installed prior to the infection.  The virus is preventing me from accessing any "real" antivirus websites (like Spy Sweeper).  I downloaded the Spy Sweeper software on another computer, saved it to a flash drive, and then installed it on the infected machine, but I need to be able to access the Spy Sweeper website from the infected computer inorder to activate the software and hopefully get the computer cleaned up.

I have checked the HOSTS file and it appears clean.  I have included HJT and ComboFix logs.
